The long awaited completion of construction on E. Riverside Boulevard was celebrated with a ribbon cutting ceremony in November. Representatives spoke with one voice while congratulating each other on the highly successful collaboration between municipalities and civic agencies. The $30 million project was paid for by the Illinois Tollway, Cities of Loves Park and Rockford, Winnebago County, Rockford Park District and private property owners. Winnebago County Board Chairman Scott Christiansen said he expects this project will become a funding model for future development.

William Charles Construction was the general contractor. WC Electric was responsible for traffic control installation throughout the development area. Tom McGonigle was the project manager; Brian Butt was the superintendent and Brock Cunningham and Kyle Gretschmann were the job foremen. Bud Brick was the project manager for WC Electric and Kris Kilmer was the foreman.
